Westshore School is a state, co-educational primary school for Years 1 to 6 at Ferguson Avenue, Westshore, Napier. It opened in 1897 and had 73 students on its roll at 1 September 2026.
It has no home zone, so any student can apply. Its website says teaching makes use of the school gardens, the seashore and the estuary beside the school, and that it uses a structured literacy approach, with Little Learners Love Literacy decodable books and the Heggerty phonological awareness programme in the junior school.
The school also has a kapa haka group, and its site links to after school care and holiday programmes run by Beyond the Bell NZ.

What ERO found
The Education Review Office’s latest report on the school is a School Report from May 2025. ERO found staff hold high expectations, students who need extra help with literacy and numeracy are picked up and given targeted support, and caring relationships with staff help children feel valued. Learners with complex needs were well supported, and structured literacy and numeracy teaching was progressing well.
ERO also found only a small majority of learners at or above the expected curriculum level in reading, writing and maths, with reading results not yet equitable across groups. Regular attendance was below the 80% target and not yet improving, and ERO said the school needs to make sure the environment is physically and emotionally safe.
During the review ERO and the board found two compliance gaps, in safety checking and police vetting of staff who work with children, and in following natural justice for stand-downs and suspensions; the board has since acted on both.
The agreed next steps are to lift attendance with more specific planned actions, make better use of achievement data in literacy and maths, build staff confidence in te reo Māori, tikanga and culturally responsive teaching, work more closely with whānau and the community, and train the board in its governance role and legal duties.

Enrolling
Westshore School has no home zone and says it has an open enrolment policy, welcoming children from across Napier and Hastings District.
Families start with the online pre-enrolment form on the school’s website, can arrange a visit to look around, and then collect an enrolment pack from the office. The school asks for a birth certificate or passport and a copy of immunisation records, and new entrants have several short classroom visits before they start.
