Freedom to camp throughout Napier
Napier and the wider Hawke’s Bay region have designated freedom camping spots for certified self-contained vehicles, governed by the Napier City Council Freedom Camping Bylaw and (for areas outside the city) the Hastings District and HBRC equivalents. Stays are time-limited at most sites, and certification under the current NZ Self-Contained Motor Vehicle standard (blue/green sticker) is required. Non-compliant camping carries instant fines and possible vehicle impoundment.
Most free spots are along the coast (Westshore, Ahuriri) and at council reserves — none allow tent camping. For tent campers, formal campgrounds and DOC sites in the wider Hawke’s Bay region (Lake Tutira, Kaweka Forest Park) are the appropriate option. Check current council rules before stopping — the rules have tightened repeatedly since 2023.
